Permanent residence permit (long-term residence permit)

Stable, long-term legal status in Hungary

The permanent residence permit – also known as the long-term residence permit – is a type of long-term legal status that may be granted to those who have been lawfully residing in Hungary for an extended period and who wish to continue their lives here in the future.

Our office regularly represents clients in long-term residence matters. In the assessment of settlement permits, precise knowledge of administrative practice is particularly important, because the authority subjects the fulfillment of the requirements to a thorough examination, especially regarding financial circumstances.

The two types of long-term residence permit

Hungarian law distinguishes two kinds of „long-term” legal grounds:

  1. National residence card

It can be applied for if the applicant:

    • has been continuously and lawfully residing in Hungary for 3 years, and
    • has adequate financial means, accommodation and health insurance,
    • there are no circumstances that would constitute an impediment on public order or public security grounds.

In this category, the authority particularly examines:

    • the continuity of residence in Hungary over the past years,
    • the origin and stability of income,
    • documents proving actual accommodation,
    • family and economic ties.

Each application is assessed individually, therefore submitting appropriate documentation and complete supporting evidence is crucial.

  1. EU Residence Card

Eligibility exists if the applicant:

    • has lived in Hungary for at least five years, without interruption and lawfully, and
    • meets the EU conditions for long-term residence,
    • Can prove stable livelihood in Hungary.

The advantage of the EU Residence Card is that:

    • provides more flexible movement within the European Union,
    • it is not necessary to prove a national interest,
    • entails more rights than a simple residence permit.

However, the procedure is complex, and every circumstance must be documented in detail.

Why is knowledge of the authority's practice particularly important?

When obtaining long-term residence, the authority examines more thoroughly than usual:

  • the applicant's income,
  • the lawful origin of the income,
  • the tax and employment status over recent years,
  • the housing conditions,
  • the insurance background and ties to Hungary.

The decision often depends not only on legislation but also on the authority's established practice.

Therefore it is important that the applicant documents exactly what and how the immigration authority expects – our office handles this with extensive experience.

How do we work?

Every case begins with a consultation during which we review:

The procedure

  1. Preliminary assessment and strategy

Document preparation is one of the most important parts of the long-term procedure. Accurate, convincing, and complete documentation greatly increases the chances.

  1. Administrative procedure

Managing communications, statements, and requests for missing documents. We respond based on the authority's practical expectations.

  1. Decision

After a positive decision the applicant receives long-term residence status. In case of refusal we consider options for legal remedy.

Common mistakes in settlement applications

  • Improper or incomplete income verification
  • The residence history is not continuous
  • The housing is not adequately documented
  • The employment relationship or business is not transparent
  • Ignoring details required by the authority
  • „Submitting ”too early' when the conditions are not yet in place"

The adjudication of long-term residence cases depends on the authority's workload, but is generally 3–6 months.

 

It is not necessary; however, from 2025 it became mandatory for applicants over the age of 18 to take a cultural exam when submitting the application.

 

The applicant had to have been continuously residing in Hungary for years without interruption, with exceptions defined by law (military service, medical treatment, etc.).
